This is a small focused group to discuss, and provide feedback and advice on, the strategic direction of RTGS and CHAPS with the Bank. The Bank regularly reviews its access policies to support wider access, including to support a more innovative and competitive market in payments, subject to where we can safely do so without impairing financial stability. FPS is available 24/7, 365 days per year, and can transmit a payment within seconds, although it can take up to two hours to be visible if there is an issue with the payment.

It therefore offers the lowest-risk way for financial institutions to meet their payment obligations. It is the infrastructure that underpins settlement of sterling payments, rather than being a payment system itself. Eligible institutions – as defined in the Bank’s Settlement Account Policy – are permitted to hold settlement accounts within RTGS.

As well as providing settlement services, RTGS is also part of how the Bank implements monetary policy decisions as interest on reserves accounts is paid at Bank Rate and provides secured liquidity to the UK’s financial system. Our combined delivery of RTGS and CHAPS therefore contributes to the Bank’s mission to promote the good of the people of the UK by maintaining monetary and financial stability. Customers and businesses select one or more payment service providers (PSPs) for their needs – such as a bank or building society, or a non-bank PSP (such as an e-money issuer or merchant acquirer). BACS payments usually take up to three business days to clear.¹ So if you need your payment to arrive more quickly, you’ll need to use either CHAPS or Faster Payments. The typical timeline for joining CHAPS is around twelve to eighteen months from an initial meeting. Applicants must demonstrate their ability to meet the eligibility criteria set out in the CHAPS Reference Manual and comply with the technical and operational requirements.

Creating a common global language for financial messaging improves interoperability between FIs, market infrastructures and other participants, and harmonises the international payment system. A CHAPS payment is like a regular bank transfer (where funds move between two accounts) but CHAPS is often characterised by being high-value payments. According to the Bank of England, the average daily value of CHAPS payments in February 2021 was £341 billion. Several thousand financial institutions access CHAPS indirectly by making their payments via one or more of the DPs. Along with the fees, you’ll also want to know how long different bank transfer types take to arrive. This type of fee-free payment comes in two types – Direct Debits, and Direct Credits.

We charge CHAPS Scheme fees to Direct Participants with an annual participant charge and a per-item fee. We do not charge a joining fee but certain costs, such as external legal fees, may be recovered from Direct Participants. In January 2022, a refreshed version of the CHAPS Reference Manual took effect. This was the final step in a programme of work to enhance the CHAPS Reference Manual.

CHAPS is often used to complete property transactions or for high-value transactions, such as buying a car. However, other business entities also use the service through partnerships with primary members. Using CHAPS can minimize expensive delays or the risk of funds being lost or stolen by intermediaries. CHAPS is used by large financial institutions that need to transfer billions of dollars worth of currency each day.
